Writes well with few mistakes in grammar, spelling, punctuation. Lacks some organization and coherence. Good ideas.
Barely any mistakes. Creative, coherent, well-constructed sentences observing grammatical rules and punctuation.

Speaking capabilities
Can barely speak. Manages only some basic sentences. Uses mother language frequently. Cannot explain her need or point of view. Can't discuss easily.
Manages discussion or dialogue with some English and some translation. Can ask and answer to some extent but not in perfect English.
States sentences properly but with hesitation and some difficulty. Takes time to form statements. Can partially express point of view.
Speaks well with few errors and pauses. Can express or explain her point of view. Asks questions and pronounces words correctly.

Reading
Cannot read basic words. Pauses in the wrong places. Pronunciation is difficult to follow. Reads very slowly and with help.
Needs some help in reading but can manage common words. Not very heeddful of punctuation marks. Cannot pronounce new/strange words.
Can read easily but can't manage unfamiliar words. Tends to skim over some difficult words. Heeds punctuation. Reads in a monotone.
Reads with ease. Can manage to guess even unfamiliar/new words. Follows punctuation marks and stresses at the right places.
